In 2010, Eric Keifer joined Rockport Mortgage Corporation with over twenty years of commercial mortgage experience in the multifamily and healthcare arenas. At Rockport Mortgage, Mr. Keifer oversees all HUD- insured multifamily and healthcare closings from loan commitment through securitization including the coordination of scheduling and funding with permanent lenders and investors while ensuring compliance with permanent lender requirements.
Mr. Keifer has provided strategic structuring expertise to a broad range of transactions, including all aspects of affordable and FHA matters. These include FHA multifamily mortgage insurance underwriting issues and closings, Mark-to-Market debt restructurings, FHA-insured loan prepayments, Section 236 IRP Decoupling, ELIHPA (Emergency Low Income Housing Preservation Act) Recapitalizations, LIHPRHA (Low Income Housing Preservation and Low Income Housing Act) Recapitalizations, transfers requirements, workouts. He also has extensive knowledge of the Section 8 program, including HUD’s Section 8 HAP Contract Renewals/Long-Term Contracts, Mark-Up-To-Market, Mark-Up-To-Budget, Section 8 Enhanced Vouchers, and Section 8 Project Based Vouchers.
Throughout his career, Eric has been extensively involved in structuring, closing, and administering numerous transactions involving multiple sources of funds, both public and private. These deals include tax-exempt bonds, LIHTC, Historic Tax Credits, HOPE VI loans, HOME funds, TCAP exchange funds, and state and local sources of funds. He has extensive knowledge of the regulations, rules, and practices of the current and former FHA loan insurance programs and has involved in drafting and presenting relevant legal and technical presentations to HUD and industry group meetings.
Mr. Keifer earned a J.D. from Western New England College School of Law in 1997. He began his career as General Counsel for Commercial Capital Corporation in New York City, overseeing Small Business Association loan closings. From there he moved into the closing department of GMAC Commercial Mortgage Corporation closing HUD-insured loans. In 2000, he joined the law firm Hessel & Aluise, PC, in Washington, DC, where his practice focused primarily on HUD-related matters. In 2002, Mr. Keifer re-joined GMAC Commercial Mortgage Corporation as Senior Vice President and Manager of the FHA Closing Department.
